Personal Alcohol Licenses

The petition is entitled Introduce Personal Alcohol Licenses and the explanatory notes say
"All those legally alowed to drink will have to apply for a personal license to drink in public or to buy alcohol. Then use a 3 strikes and you're out rule for anti-social behaviour linked to individuals drinking. At all P.O.S. you will have to show your license is current to buy and if found drinking by authorities show your license - would suggest it looks like a driving license picture type. Nearly all adult anti-social behaviour is linked to alcohol abuse, would wager that it has more impact on society than driving does, which we need to hold a license to do. It would also act as proof of age."

I'd wager you're right about the impact of alcohol ... On the other hand, I'm also moderately certain that this mild form of prohibition would lead to an appalling black market arising very rapidly, and probably to people doing idiotic things in the form of brewing and even distilling. Not a way forward, I feel.
