University Finalists' Tuition Fees

The petition is entitled Scrap the final year tuition fees for students on degree courses and there are no explanatory notes.

Why? Why only for finalists? The only thing I can think of is that the petitioner's about to go into his final year and wants his tuition fees cancelled.

Time was when a third year's grant (oh, the heady days of the grant!) was less in the final year than in preceding years, because grants covered the summer vacation for non-final years, but naturally cut off as soon as the course finished, before the summer vac of the final year.

Why? Just why? If you want to cancel tuition fees, all well and good. But this is just arbitrary and pointless.
