Firstly let us mock the petitioner: a breading ground? Puts breadcrumbs on bad things?
I don't know a lot about council estates. One hears bad things, one hears good things ... I don't know. But I do know that towns can range from 200,000 people to about 600. Which probably means that dictating a maximum number of council houses and/or estates that a "town" can have seems a little ... unhelpful.
Then there's the fact that I didn't think any new council houses were being built ... certainly I find no evidence on the internet of any. So does the petitioner want to sell off some more?

Or of course, they could try not building council estates and mix in council housing around the area (as originally happened in rural areas).
