To be honest, from the rarefied perspective of mostly only interacting with other people of the woolly liberal persuasion, this looks like a spoof. Can anyone really believe that sex offenders are being "protected" by the Human Rights Act at the expense of victims and future victims? But on the other hand, it's not quite outrageous enough for a spoof, and I'm left with one big question for the petitioner ...
How, exactly, do you expect sterilising anyone to help? Well, OK, someone they rape in future isn't going to get pregnant. I don't think that's really protection, is it?
If you're going to petition the PM, not only (see previous posts) does the title of the petition need to make some sense, but you really should have a thorough plan, not something nebulous which won't actually help.
