So far as I can understand this petitioner's ramble, it seems that Kinsale wish to twin themselves or have a declaration of friendship between them and Barry, and Barry do not. So Kinsale - or a Kinsale resident, at least - has decided to ask the government to force them to be friends.
I'm sorry, petitioner. You can't be friends with someone who doesn't want to be friends with you.
A spot of Googling shows a singular lack of internet campaigning about the matter. In fact, one might even get the impression there's a sole lunatic responsible for this petition.

I am writing in response to the “ramblings” of the person who has responded to the petition requesting support from the government about a friendship between Kinsale, Eire, and Barry, Wales and must really ask the question Who are you? Do you not realise how hurtful your words are to both communities and the loved one’s concerned and further ask, what gives you the right to interfere with other peoples lives and dreams?
We are all entitled to browse and give our opinions on any subject, but to give such a strongly worded view on a subject you obviously know little about is offensive to the people that have worked so hard for over 10 years.
I am a friend of both Kinsale and Barry, and there is a strong community spirit between these towns. There is already a friendship pact in place between the Harbour Board and the fishing communities of Kinsale and the Barry Branch of the Merchant Navy Association (Wales). Who’s links become stronger each year. It goes much further than just “a sole lunatic’s” quest for something thought up overnight. If the respondent cares to search the subject further, some answers are on the internet. It’s a big place!
Many of those concerned are elderly and have no internet access, many of our fellow campaigners have passed on without seeing this both historic and much wanted pact occur. Although as Mr. Evans himself is in his eighties, they are trying. The people of both communities and indeed the Council in Kinsale back this fully. Only internal politics within Barry’s Town Council hold up this unison. Perhaps you would consider re-wording your attack. As a decent act and remember the many Irish / Welsh fallen of both wars including these two towns, that died to help save us all. The only decent and respectful course is to sign up yourself.
Perhaps a suggestion is to learn more about the topics you chose to criticise before upsetting the hard work of MORE THAN ONE SOLE LUNATIC! Is a simple google search really sufficient to real people, with real values? Which is lunacy? Fighting for two towns with historic and cultural links that people care about or perusing web sites just to find something to complain about?? I await your reply!
Never has one person got it so wrong, PLEASE CONTACT THIS " ONE LUNATIC" BODY. For more information, that google alone obviously has not delivered. WE ARE NOT POLITICAL, UNFORTUNATELY ONE OF OUR LOCAL COUNCILS IS.

Having lost the heavy industry on which the docks, and the town was founded, Barry needs to pursue a new route -based upon newer and lighter industries, leisure, service and tourism. Kinsale is in Southern Ireland, a recent Wales Tourist Board report, suggests that we look at this area for such visitors. How is this possible when Barry constantly turns its back on its oldest friend.
Kinsale Mayor, Tomas O Brien, believes the towns should be linked because of their shared history. He said: "Many a young Kinsale man left to go to Barry, which to them was the gateway to the world.
"For some it was the first time they had left their native town, and their families survived on the money they sent home. "Some settled in Barry and have families there today. Many others died in the wars while serving in both the Royal and Merchant Navies."
The modern Friendship pact should not only encompass the past, but should really begin to now look at the present and the future of the two towns and its peoples. The histories of the two towns have been joined many times over the years, by occupation, marriage and families, maritime, peacekeeping and grief : ‘Lusitania, Titanic etc’, World Wars, tourism, pleasure, trade, industry, remembrance, etc, etc. Please respect the wishes of the people of both towns.
A friendship pact is simply a pact of such friendship, at no cost to the taxpayer as opposed to the huge cost to BARRY RATE PAYERS WITH THE PROPOSED TWINNING OF BARRY WITH SOME PLACE, SOMEWHERE AND THESE WOULD BE ONGOING.
Celebrate the history and future of our town, while remembering all that died to save us all.
Especially our Irish cousins.

Barry and Kinsale councils friendship pact edges closer

THE long sought after friendship pact between the town councils of Kinsale and Barry moved a step closer following correspondence received from the Welsh local authority at the monthly meeting of Kinsale TC.
Executive officer, Mr. Derek Wolfe, said he was pleased to inform Kinsale TC that when the Barry TC's finance, policy and general purposes committee met on October 13, having considered a report that he submitted to councillors, it resolved to enter into a friendship pact.
"In taking the decision, Barry TC has agreed that any pact entered into and any activities arising out of it should be on a self-financing basis so that there will be no financial burden on the council taxpayers of Barry," wrote Mr. Wolfe, who undertook to contact Mayor Dermot Collins again in order to progress the matter. The letter was welcomed by Kinsale councillors.
The mayor of Barry, Stuart Egan, visited Kinsale last summer and the leader of the council is Theo Stenstrom. There are hopes that the Kinsale ceremony of the pact between the councils can take place on 'Sea Sunday' next spring, which Barry branch members of the Merchant Navy Association (MNA) and Royal National Lifeboat Institution usually attend. It will also mark the tenth anniversary of the friendship pact between Kinsale Harbour Board and the MNA in Barry.
