Scrapping and Creating Laws

The petition is entitled Make Parliament scrap two old laws before introducing any new one and the explanatory notes say
"In the last ten years, Parlament has introduced about 4,000 new ways for us to fall foul of the law. There are far too many outdated laws, rules and regulations for a free country. Let's scrap two for each new one introduced, we won't miss them!"

This is a fascinating idea.

It's manifestly impractical - you'd never get them to agree to it in the first place, let alone on what they should scrap - but astonishingly appealing.
